They are both working and controlled by a sensor...

They are both working and controlled by a sensor in the radiator. Even if the fans werent working, it should cool down just crusing on the highway at 65 mph, but isnt. Has to be the thermostat right?

I haven't had a problem with the fans before..I usually just use the pusher for when I'm in traffic but they are on opposite sides of each other, puller is on the front of the radiator by the outlet...

Thanks for all the suggestions, I just dynomatted the firewall and plugging all the holes I could find (as ajzride suggested). I also started putting some dynoliner and dynomat in the trunk....
