yes use a harmonic balancer puller. you can rent it at autozone. it screws into the 3 holes in the balancer and then you turn out the pulley. be sure your new pulley comes with a longer starter bolt to help get the new pulley on
You can use an impact to REMOVE the bolt from the crankshaft.
DON'T use the longer bolt for installing the new harmonic balancer. Go to Autozone and rent the installation tool.
I had stripped the threads trying to install a new balancer using the longer bolt. Whoever came up with that method should be shot. They make a puller for removing the balancer and they make a special tool for installing them.
USE THE PROPER TOOLS in order to do it without stripping some threads.
Once it is installed use the proper torque wrench for tightening the bolt.
