i believe thats the inertia switch, not sure why the relay would be going crazy though.

check all the grounds from the battery, block, and firewall, clean the battery connectors and make sure the terminals on the battery are tight and secure. it sounds like a bad connection somewhere to me.

the inertia switch is supposed to kill power to the fuel pump in the event that a large amount of g-force hits the car. so if you get rear ended hard enough it stops pumping fuel so there is less chance of a fire

how much voltage are you getting when your driving? if you turn on your lights are they dim and do the interior lights come on fairly dim?
