did you bypass the neutral safety circut the right way?

Have not tried that, where is it located and how do I test it?
It is on the black metal coolant lines coming out of your intake that eventually go to your heater core.

Should look like sort of like this



When mine went bad it showed up when I ran a self test.


Have you ran a self test for codes yet?

Ok, so, my car ran ok today. For a little while anyway. When I got home, it was surgeing pretty bad so I got out the Voltmeter and check the TPS Volltage. It was ranging from .86 on the downside of the surge to 1.86 on the upside. I turned the car off and checked it in the key on position, lo and behold, the voltage was surgeing from .86 to 1.86. What might be causeing it to surge in the key on position, with all accessories off? Could it possibly be a bad voltage regulator? I mean, it makes sense, if you don't have a steady stream of voltage from the reg, then we more than likely are not getting a steady stream at the TPS.

I would replace the TPS just to see if it's faulty. I'm not to sure what would make it fluctuate with the car not even running... But it sounds like that is your surge problem right there
