Yes, the Anderson Ford Motorsport PMS is indeed a programmeable piggyback computer like the Tweecer RT. From what I've read, it's more user-friendly and easier to learn than the Tweecer RT but the downside is that it costs about $900. The Tweecer RT is much cheaper at ~$550.
The are no hand-held self-tuners (a la SCT X-Calibrator or Diablosport Predator) available for '94-'95 Mustangs.

Ive used the PMS for a few years with 5.0s, very user friendly. Good budget aproach for tuning with semi-high horsepower combos.
