i have a set of PI heads off my 99 that have been ported, question is do the casting in the chamber behind the intake valve have a perpous or would removing it increase air flow on my boosted car

The swirl dam is there to promote mixing of the air and fuel in the cylinder. Some head porters do remove them because it allows them to get bigger flow numbers. It will also incread the volume of the combustion chamber resulting in a lower compression ratio. On an NA engine its a bad thing with with a blower or turbo it can work. Personally I would either leave it alone or modify it slightly (rounded corners etc.) but I would not remove it completely.

ok leaving just hitting the edges with the sanding roll looked mhs leaves their's even on the stage 3 so thanks for the insite

It seems like all of the best head porters all leave them. I think your approach will work best.
