i had my car scanned and it says it needs a egr valve. is it necessary to replace and does it affect gas mileage.

Do you have a hand held tuner? If you do i say just delete it and be done with it. Get an EGR block off plate, a cap for your exhaust manifolds and plug the vac lines and your good.

i had it scanned at a local automotive parts store.

What was the actual code? Yes, a non-operational EGR system will have a slightly negative effect on gas mileage.

It can also cause pinging under certain non wide open throttle situations. If you want to delete it, you will need a tuner to tell the PCM the EGR is not there anymore. Just because the scanner and some guy at a parts store said you "need" an EGR valve does not mean that's the case. Take it to someone more knowledgeable about vehicle repair.
