Ok so I'm still new to all this but I'm getting a 1979 Pinto with a 2.3 SOHC. Basically the stock engine. I was wondering if I could take the DOHC head of a late model Ford Ranger and bolt it onto the old Pinto's block. Or is the Head of the Ranger's 2.3 different to the Pinto's 2.3

No, unfortunately, the later Ranger DOHC engine is basically a Mazda engine, so short of swapping the whole engine, it wouldn't be an option. Surprisingly, a Volvo B234 twin cam head can be swapped onto your engine, but it does require quite a few custom parts and some machining to complete the swap. I think for the $$, Esslinger engineering or BoPort racing engines can build you a single cam head that will in most cases, out perform the Volvo head, as good as it is. There are quite a few turbo Pinto's running around, that might be a good option for you as well.
