Since I moved to Virginia from Texas, I've noticed that Virginia has strict guidelines to pass inspections. Yet, I've seen so many modded out cars in the Newport News area. I have a modded 2014 Mustang GT, and need a inspection on my car, as my inspection sticker is expired. I'm looking to pay under the table. Any ideas?
