I found this thread from 2005 and didn't want to necro it.

Here's the question.
Who will fix the TSB problems, like the seatbelt retraction speed and the misfire from coil on plug ignition?
Will a ford dealer do it for free, or do i have to have a warranty?

What about the recalls? Can i just drive into a ford stealership and expect them to fix the recalls for free w/ no warranty?
 
TSB's are not done for free if it is not under the warranty I believe. You might want to call the stealership and double check but i'm pretty sure that they make you pay for TSBs since they are not necissarily a life/death problem. Also, Ford typically doesn't do TSB fixes under warranty unless its exhibiting the problem, in other words you can't go in and say I read that ford has this TSB out for my year mustang unless your car has that problem...but i dont think they fix TSBs for free unless you're under the factory warranty
 
if the car is still under warranty then yes a tsb will be covered. if its not, then its your deal to pay for it if you want. its a bulletin not a recall so it doesnt really have to be done. some tsbs have milage and years that they will cover up to like when the old 4.6 intake design was out on the early pi motors and such that had the plastic coolant cross over. the were covered for 5 years and 75K miles. youll have to look and see what it specifications are for the tsb.
