the best fix is to ditch them and get a wiper delete lol but all kidding aside you should be ok with that list

no need to strip them, just rough them up, prime them then paint them

make sure and give them a good amount of time to dry before you put them back on

how do you recommend i prime them? im not experienced with painting :sorry

side note, who pre fill's their oil filter in an oil change

i went with krylon satin black, and 180 grit, and 1000 grit, and also found duplicolor thats supposed to be the same paint as my car, picked that up to see how well it matches

No need to prefill your filter, won't cause any damage, if it makes you feel better do it.

just clean them, dry them primer then paint.

K.I.S.S keep it simple stupid

lol funny you post this now...I just painted mine black yesterday. I'm not sure how they're gunna hold up, but I just roughed up the paint that was left, didn't prime at all lol then went to town with like 4 coats. I'll try to snap a pic and post the results tomorrow. It's nothing to brag about, but definitely makes a big difference over what was left of the finish before paint. Mine were gloss black too, not flat. I'm sure flat would look fine as well
