Not sure what the SN cars will get, but there's lots of fox guys getting upper teens and low twenties for mileage. The SN cars were a bit heavier but not that much heavier that you should be getting low teens or under.

Tough to tell what I'm looking at in that pic. If I'm seeing it right, the stud looks to be off by only a 1/2", is that right or am I just seeing ****? If it's that close, it's not fitting because the entire mid-pipe needs to be loosened up and then shimmied into place. Make sure you get all the nuts/bolts starter before you tighten any of then down.
 
You've got a problem somewhere then. I get better mileage than that with my 6000lb truck and a 377 cube engine.
My 5.7 V8 Hemi Durango gets better milage too.
I don't know what my problem is, it's how I got the car. Only thing I can think of is because it has no cats and the piping that goes from the cats to the Smog Pump is removed. The smog pump is still running, I have wider tires and I'm burning oil. I've done a tuneup already and the 9 MPG is not being a led foot (Manual). It's never been tuned either, which I think that might be a problem.
 
The smog pump isn't hurting anything like that. It can be removed now that you don't have cats, but it won't really do a whole lot for MPG or HP if you do. Having no cats isn't your problem either. I would pull codes. A non-functioning EGR system can cause crappy mileage and so can malfunctioning o2 sensors. I would pull codes and see what you come up with because even on a tired old engine, 9 mpg is still low. These are smallish cube fuel injected v8's. They're not the most efficient things in the world, but they do pretty good for what they are. I would also check timing while you were at it to see what you've got.

I can't find the pieace of paper with the code my car was showing up with. I think the EGR Valve was the one, but not sure. I'll go have the codes pulled again here really soon. When I was doing my Clutch I pulled out the O2 Sensors and it looked like they needed to be replaced, but I was told their fine. My check Engine Light has been on for ever, but I was told that's because of the cats. I do have the belt to bypass the Smog Pump, but haven't done anything yet.

How do I check the timing?
 
I get 16 around town. 24 on the highway. +1 for each with an oil change.

go for it, im sure someone has to know about it...i just changed my oil and filled up and got around 15 or 16 to the first gallon

You need a timing light to check timing. If you get or can borrow one, I or someone else can write up how or dig up an article on how to do it on these cars.

Having no cats will not affect the o2's at all. They're before the cats anyway, so they don't know if the cats are there or not. If you have an o2 code, then chances are the o2's are shot. A combination of a malfunctioning EGR and bad 2's are probably a big factor in 9MPG's .. yea start a new thread so this one doesn't get more confusing.
