doesnt seem like its the actuator...usually if they are shot the lock wont even go down...try to see if you have power to the actuator.

well your right though it wont go down at all it acts like it wants to but it wont... power actuator? I have power locks but even when I use the power lock it wont lock
 
check your fuses too

I did but there is something I noticed ok so I forgot what its called will check in a few in the uper right hand corner theres a round fuse right?? well I have that fuse but its not plugged in there are 2 wires there? and the fuse wont fit with the two wires there.... hmmm I wonder why those are there I didnt want to mess with them untill I asked and I forgot till you said that...
but even if it was wouldnt the lock work manually (which it doesnt)

Dude I made a few mistakes in life well.... Many LOL but I bought a 1969 Olds Cutlass at your age for 1000.00 and I was ripped. didn't know anything about cars. Its no problem I didnt have a dad to teach me. I learned some stuff in auto mechanics in High School. Well anyway the Cutlass had rotted out rocker arms and when you open the trunk 3/4 of the trunk was rotted out which the exhaust was half way installed with cherry bombs on it so the exhaust would come in through the trunk and back into the car when the windows were rolled up. Can you say "Comatose suicide" even the passenger side floor board was rotted out you can do the Fred Flintstone shuffle with your feet if you needed to stop the car. I had it for 30 days and I was kinda glad it walked off. The cops towed it away cause it had a 2 day expired 30 day tag on it. I had it parked in front of my house!!!! and they towed it away!!! One of those Purchases for the wall of shame!

So your answer to your question. Your car is not that bad. It needs TLC. Take care of it one day at a time. My stang I bought 8 months ago and all i did to it last year was dump the trans and wax the car. It will take at least 5 to 6 years for me to restore it. It and It seems you are trying to build Rome in a day here. I feel ya bud I want to myself but have no money. Buy your parts stack them in the garage. If your using this car as a daily driver front up cash quickly buy another car so you don't have to worry about it breaking down all the time and trying to fix it and worry about getting to work all the time. Buy a POS thats dependable and concentrate on your baby. Start with the suspension first your main important thing if the trans and motor is fine. You will torque the frame on the fox body if you blow money on the engine and trans if tis too powerfull for the frame. Stiffin the frame and suspension first. The rust problem?? Do what the one guy said. use a wire brush scrap it off good use the rust inhibitor. Its usually purple I believe and turns black when it dries. If your planning on using it as a daily driver invest in undercoating to save the rest of the body unless you are going to garage it during winters. Cheap wayz to do things use spray cans of undercoating or if your gonna garage it during winters and bad weather use tempered black enamel spray paint. Make it like a show room finish underneath after a good wire brushing and rust inhibiting. Preserve the body of the car first before you mod the trans and engine. take a look at my car see what shape its in. I still have lots to do. I drove it a few days a week and I been purchasing parts for it and stacking them in the garage till spring breaks. Can't wait!!!:D

:Dlol yeah? thanks man you guys are great to help yeah shes a daily driver no Im not puttin any money into the engine I want to make sure shes rock solid before I even think about buildin the engine I want to have enough faith in her to drive her to cali and back

ON ONE TANK!!!!

Ok well maybe not the one tank part....
